Character is higher than intellect, this is true. Personality is a lot more important and better than intelligence or a strong brain. A strong personality and character can lead you to stronger and more righteous things than a strong brain. What’s the point of being smart if you are not using it to you advantage and to the betterment of the world? Now however if you are using it for bad reasons then that is when it would be better if you were not even smart at all, there is no point in being smart if you aren’t going to use it for what’s right. Now if you have a good personality or character, you will most likely always use it for what is right (best) and that will lead you to being a better person in turn creating a better world by bettering yourself.
